Improved Rate Control Scheme for Consistent Video Quality

Abstract— Consistent video quality is an important optimization purpose for rate control except the bit rate accuracy. In this paper, we propose a rate control scheme for the consistent video quality. Firstly, the frame bit allocation is improved by the MAD-based method, which can follow the characteristic of the video content. Then, to minimize the fluctuation of the frame distortion, D-Q model is used to regulate the QP after QP decision by the R-Q model. Experimental results show that the proposed rate control scheme can achieve better R-D performance than benchmark and the fluctuation of the frame distortion is decreased up to 40.68%.
